
Thomas M. Farah
SENIOR VICE PRESIDENT
GENERAL COUNSEL
Tom Farah is General Counsel for Surescripts. He advises
executive management on the legal affairs of the company and
provides supervision and guidance for the law department.
Mr. Farah has over thirty (30) years of experience practicing law
in the health care industry. As a member of the law firm of Epstein
Becker & Green in Washington, D.C. for twenty-two (22) years,
his practice included providing advice on insurance and health care
regulations, corporate law, mergers and acquisitions, joint
ventures, provider contracting, non-profit to for-profit
conversions, and the development of new health care financing and
delivery services.
Mr. Farah's clients included HMOs and insurance companies, hospital systems, multi-specialty groups, dental plans, PPOs, independent practice associations, point of service plans, medical savings account sponsors, integrated delivery systems, and health information and disease management services.
During the eight years before joining Surescripts in 2010, Mr. Farah served both as General Counsel and as Senior Vice President for the Law Department at Catalyst Health Solutions, Inc. (formerly known as "HealthExtras, Inc."), a pharmacy benefit management company listed on the NASDAQ Global Select Market.
As General Counsel for Catalyst, he guided that company's compliance with the initial implementation of HIPAA (the federal legal mechanism for regulating health information privacy and security), the newly enacted Sarbanes-Oxley Act (which substantially changed reporting requirements, governance, auditing, and compliance programs for public companies), and the introduction of Medicare Part D (which provided for federal financing of prescription drugs for Medicare beneficiaries and created opportunities for businesses offering new pharmacy benefit plans under a complex regulatory regimen).
At Catalyst, Mr. Farah also developed an in-depth knowledge of the business relationships and regulatory issues facing retail pharmacies, mail order pharmacies, PBMs, wholesalers, manufacturers, and others in the pharmaceutical sector.
Mr. Farah received his law degree from the Georgetown University Law Center, and his Bachelor of Arts in American Government and in Economics from Georgetown University.
