Surescripts Meaningful Use Services – E-Prescribing Certification & Testing (EPCAT)℠:

Assure your customers that their EHR has the capability to meet the e-prescribing criteria to qualify for Medicare or Medicaid incentives in Stage 1 of Meaningful Use.

Overview of Surescripts Meaningful Use Services

Surescripts has been approved by the National Coordinator to provide testing and certification services for Meaningful Use as an Authorized Testing and Certification Body (ONC-ATCB) under the temporary certification program instituted by the Office of the National Coordinator (ONC) as outlined in Part III of 45 CFR 170 (March 10, 2010).

As an ONC-ATCB, Surescripts has the capacity to certify Electronic Health Record (EHR) Modules for electronic prescribing against test data approved by ONC as recommended by the National Institute of Standards and Technology (NIST). The test data is available in the NIST-published test procedure, Test Procedure for §170.304 (b) Electronic Prescribing, available at http://healthcare.nist.gov/docs/170.304.b_ExchangePrescriptionInformation_v1.0.pdf

Surescripts is approved to evaluate the capability of an EHR Module to electronically generate and transmit new prescriptions for patients in accordance with the certification criteria defined in 45 CFR Part 170 Subpart C of the Final Rule for Health Information Technology: Initial Set of standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology as published in the Federal Register on July 28, 2010. Per ONC guidance, this test procedure will evaluate conformance with the NCPDP SCRIPT v8.1 NEWRX transaction when used to transmit a new prescription from a prescriber to a pharmacy.

This certification is for purposes of meaningful use only. Surescripts Meaningful Use Services - E-Prescribing Certification & Testing (EPCAT) will not enable an EHR technology vendor and its end users to access the Surescripts network without further Surescripts network certification.

Application Process

EHR vendors who are interested in Surescripts Meaningful Use Services - E-Prescribing Certification & Testing (EPCAT) should complete the form at the following link.

Once your information is received by Surescripts the application process is as follows:

1. The Surescripts legal department will send a Contract and Non-Disclosure Agreement (NDA). Note that a new NDA may not be required for existing network participants.

2. Legal questions will be answered and the Contracts can be negotiated with the Legal department. Business inquiries that do not involve advising on certification may be addressed to the Clients and Markets department.

3. Surescripts will send relevant documentation upon receiving your signed contract and NDA

Note that if you are applying for both meaningful use certification/testing and Surescripts network certification simultaneously, meaningful use certification/testing will take precedence.
